For some crazy reason, when you have your main site(site collection) created of a publishing portal, and want to create subsites, with the same template, it is not visible from the “Create Site” wizard. Can be very annoying why this was not enabled automatically.

The fix is to go to: Root Site \ Site Settings \ Page Layout and Site Template Settings  

and select the publishing template to be added so the subsites can be added.
